Don't feel bad. I went out Friday and absolutely slayed em. Yesterday, same area, same school. All I got was nervous bait. Sounds like you might be fishing a little deep if your catching a lot of cats. Hopefully, your herring are staying pretty lively. You've got to have good bait, not missing a lot of scales, and most important, the right area. Hang in there, minimum of a 6 ft flouro leader, 2 oz weights, and No. 1 kamakatsu octopus hooks. Sometimes it helps to paint those sinkers a flat black or flat red. I use 17lb test for my main line. Start about half way back in the center of a creek or deep cut, suspend that bait. Don't put it all the way down to the bottom, or you'll be buying more sinkers and catching more cats. Right now, 25-35 ft is a good depth. Be patient, maybe throw a flatline or a couple planer boards out the back. You'll get into em. Good luck!
