I think you guys are up to something good. My fishing buddies, when fishing over a large school and having some difficulty getting them to bite, use the method you are talking about, Corey. We call this method: The Decoy. Not only does it sometimes produce an additional strike/bite, it can help convince the school that it should follow the decoy. If you are in shallow water less than sixty feet, we sometimes drop over the side some cut-up frozen BBHs. Last Friday I put out a decoy because it was tough getting them to bite. Bam! Another fish on. Released it and rolled up my decoy to release him. Guess what was swimming with my decoy? That's right, a fish twice the size of the decoy. So, this method can result in some positive outcomes. The only negative thing is that the decoy may be weak and oxygen deprived. Of course, we all know what to do in this example.
